India and Malaysia on Sunday boosted their Comprehensive Strategic Partnership through announcements and agreements in security and semiconductors at a Summit between Prime Minister Narendra Modi and his Malaysian counterpart Anwar Ibrahim in Kuala Lumpur. The two leaders also sent a strong message against cross-border terror in an indirect reference to Pakistan’s terror infrastructure.
The two countries decided to firm up a robust counterterror partnership while concluding agreements, including on digital payments, security cooperation, semiconductors, health and medicine, disaster management, combating corruption, audio-visual co-production, technical and vocational education, UN peacekeeping cooperation and social security for Indian workers.
The prime minister thanked Ibrahim for his strong condemnation of the Pahalgam terror attack and the Red Fort blast, and called for continued close cooperation in counterterrorism, an official said.
In a press statement following the summit, Modi said, “Our message on terrorism is clear, no double standards and no compromise.” The PM was on a two-day visit to Malaysia.
The two prime ministers unequivocally and strongly condemned terrorism in all its forms, including cross-border terrorism. They called for zero tolerance of terrorism and for concerted international efforts to combat terrorism in a comprehensive and sustained manner, according to the joint statement issued after the summit.
They agreed to counter radicalisation and violent extremism; combat financing of terrorism; prevent use of new and emerging technologies for terrorist purposes through cooperation in information and knowledge sharing, exchange of best practices and capacity building. Recognising the linkages between terrorism and transnational organised crime, the two leaders agreed to cooperate in the area of transnational organised crime, including through sharing of information and best practices, according to the joint statement.
The prime ministers commended the cooperation initiatives underway, including cooperation between IIT-Madras Global and Advanced Semiconductor Academy of Malaysia and between the Indian Electronics and Semiconductor Association and Malaysia Semiconductor Industry Association.
The two PMs also discussed defence partnership including defence industry collaboration. They welcomed the successful outcomes of the Malaysia-India Defence Cooperation Committee and its subcommittees, including the Terms of Reference on establishment of a Strategic Affairs Working Group and Su-30 Forum.
Malaysia welcomed India’s 2026 BRICS Chairmanship while India reaffirmed its commitment in supporting Malaysia’s role as a BRICS partner country and noted the aspiration of Malaysia to become a member of BRICS. Both leaders recognised this cooperation as a strategic milestone toward enhancing a more balanced and representative global order.
On Sunday, Modi also interacted with four leading industry leaders from Malaysia. Modi also interacted with select Indian diaspora leaders, including ministers, senators, members of parliament and veterans of the Azad Hind Fauj (Indian National Army-INA).
