Union Minister Pralhad Joshi Graces 115th Foundation Day of NTH; Inaugurates New Testing & Digital Facilities
On 29 August 2026, the National Test House (NTH), under the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD) celebrated its 115th Foundation Day at the Jakkuru Campus, Bengaluru, Karnataka.
- The flagship event was graced by Union Minister Pralhad Joshi, MoCAF&PD as the Chief Guest.
Highlights of 115th Foundation Day of NTH:
Inauguration: During the event, the Union Minister Pralhad Joshi inaugurated the state-of-the-art NTH Bengaluru building.He also virtually inaugurated several crucial facilities and initiatives across the broader NTH network to expand nationwide testing capabilities and improve accessibility.
Facilities Inaugurated: The following facilities were inaugurated:
- Coal Testing Facility at Kolkata, West Bengal (WB)
- Solar Water Heater Testing Facility at Chennai, TamilNadu (TN)
- Utensils Testing Facility at Jaipur, Rajasthan
- New NTH Laboratory at Deendayal Hastkala Sankul (Trade Centre), Varanasi, Uttar Pradesh (UP).
Mobile Application: The event also featured the official launch of the much-anticipated “NTH Suvidha” mobile application(app), designed to streamline testing access for industry stakeholders and MSMEs.
DoCA Notifies Legal Metrology (Indian Standard Time) Rules, 2026
In August 2026, the Department of Consumer Affairs (DoCA) which works under the Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD), notified the Legal Metrology (Indian Standard Time) Rules, 2026 which mandates Indian Standard Time (IST) as the single time reference for legal, administrative, commercial and other official purposes across the country.
- Notified under Section 52 of the Legal Metrology Act, 2009 through G.S.R. 761(E), the Rules will come into force 180 days after their publication in the Official Gazette.
About New IST Framework:
Aim: To reduce India’s reliance on foreign satellite-based time sources and enhance cybersecurity for the country’s critical infrastructure
Significance: The single time reference is expected to ensure accurate time–stamping of banking and digital payment transactions; enhance coordination across railways, airports and other transport systems; maintenance of government and legal records; among others.
White Rabbit Technology Trial: In July 2026, as part of the Government of India (GoI)’s “One Nation, One Time” initiative, MoCAF&PD unveiled a White Rabbit Technology-based IST Dissemination Demonstration Network at the Regional Reference Standard Laboratory (RRSL) in Bengaluru, Karnataka.
Union Minister Rajnath Singh Lays Foundation for Rs 472 Crore T-72 and T-90 Tank Overhaul Facility in Jabalpur, MP
In August 2026, Union Minister, Rajnath Singh, Ministry of Defence (MoD), in the presence of Madhya Pradesh(MP) Chief Minister(CM) Mohan Yadav, laid the foundation stone for a Rs 472 crore T-72 and T-90 Tank Overhaul Project at Vehicle Factory Jabalpur, MP, a production unit of Armoured Vehicles Nigam Limited (AVNL).
About T-72 and T-90 Tank Overhaul Project:
Objective: The facility is being established to strengthen India’s indigenous Maintenance, Repair and Overhaul (MRO) capabilities for the IA’s T-72 and T-90 main battle tanks, enhancing their operational availability and lifecycle support.
Overhaul Capacity: The new facility will overhaul 80 tanks annually, contributing to the Indian Army’s (IA) annual requirement of around 230 tanks.
Existing Capacity: The Heavy Vehicles Factory (HVF) at Avadi, Chennai, Tamil Nadu (TN), currently has an annual overhaul capacity of 150 tanks.
SAI, BAI & SAA Sign Tripartite Pact to Set Up NE India’s First Swimming NCoE
In August 2026, the Sports Authority of India (SAI), Badminton Association of India (BAI) and Sports Authority of Assam (SAA) signed a tripartite agreement to establish a National Centre of Excellence (NCoE) for Swimming in Assam and strengthen the high-performance sports ecosystem in North Eastern (NE) India.
- Under the agreement, the Olympic-size swimming pool at Amingaon Sports Complex, Kamrup, Assam, will be made available to SAI for establishing the NCoE, the first Swimming NCoE in the NE region.

Event Presence: The event was hosted by Assam Chief Minister (CM) Himanta Biswa Sarma in the presence of Sports Minister of Assam and Member of Parliament (MP) Bijuli Kalita Medhi, along with SAI officials including Manjushree Dayanand and D. K. Mittal.
Athlete Development: The NCoE will identify and nurture swimmers from Assam and other NE states through specialised coaching, professional training and high-performance support for national and international competitions.
Sports Vision: The NCoE aims to strengthen sports infrastructure and create a high-performance ecosystem in the NE, providing athletes opportunities to excel at national and international levels.
About Sports Authority of India(SAI): The Sports Authority of India established in 1984 under the Ministry of Youth Affairs and Sports (MYAS), is responsible for promoting and developing sports in India.
PNGRB and EESL Sign MoU to Accelerate Smart Domestic PNG Meter Deployment in CGD Sector
In August 2026, the Petroleum and Natural Gas Regulatory Board (PNGRB) and Energy Efficiency Services Limited (EESL) signed a Memorandum of Understanding (MoU) to promote demand aggregation and large-scale deployment of smart domestic PNG meters across India’s City Gas Distribution (CGD) sector.
- The MoU was signed by Anjan Kumar Mishra, Secretary, PNGRB, and Akhilesh Kumar Dixit, Chief Executive Officer (CEO), EESL.
About PNGRB–EESL MoU:
Objective: The collaboration aims to accelerate adoption of smart domestic PNG meters and build a structured national ecosystem by integrating CGD entities, technology providers, manufacturers, and system integrators.
Key Role: PNGRB will provide regulatory and technical support, while EESL will handle demand aggregation, market assessment, procurement and Operations & Maintenance (O&M) models for smart PNG meters.
Deployment Record: EESL has installed over 44.5 lakh smart meters across Uttar Pradesh(UP), Haryana, Bihar, Delhi, Rajasthan, and Andaman & Nicobar(A&N) Islands, along with providing 8–10 years of O&M support.

TASL Signs MoU with JJV for Co-Production of Anti-Tank Missile System in India
In August 2026, Tata Advanced Systems Limited (TASL) signed a Memorandum of Understanding (MoU) with the Javelin Joint Venture (JJV), a partnership between Raytheon (RTX business) and Lockheed Martin, to explore the co-production of the Javelin All Up Round (AUR) anti-tank missile system in India.
- Under the agreement JJV selected TASL as its prime Indian partner for future in-country co-production efforts.

Assembly Facility: The MoU will explore establishing a final assembly and integration facility for the Javelin All Up Round (AUR), along with component production capabilities in India.
- Sub-assembly kits will continue to be manufactured at Lockheed Martin’s Troy, Alabama facility and guidance electronics units (GEU) at Raytheon’s Tucson, Arizona facility before shipment to India for final assembly.
Missile System: The Javelin is a medium-range, fire-and-forget anti-tank guided missile (ATGM) that enables troops to target tanks, armoured vehicles, and fortified positions up to 5 km through autonomous target navigation.

Indian Navy Commissions 2nd Indigenous Diving Support Vessel ‘Nipun’
In August 2026, the Indian Navy (IN) commissioned its second Diving Support Vessel (DSV) ‘Nipun’, meaning “skilled and proficient” in Sanskrit, at the Naval Dockyard, Mumbai, Maharashtra, in the presence of Admiral Krishna Swaminathan, Chief of the Naval Staff (CNS). The vessel has been built as per Indian Register of Shipping (IRS) standards.
Key Features of ‘Nipun’:
Background: Designed and built by Hindustan Shipyard Limited (HSL), Nipun was delivered on 30 July 2026 at Visakhapatnam, Andhra Pradesh(AP). The Nistar-class vessel has around 75% indigenous content, supporting self-reliance in defence manufacturing.
Capability: ‘Nipun supports saturation diving up to 300 metres(m) and side-stage diving up to 75 metres, besides inspection, maintenance and repair of subsea infrastructure.
Technology: The vessel is equipped with Remotely Operated Vehicles (ROVs) capable of operating up to 1,000 metres, a side diving stage, 15-tonne subsea crane and dynamic positioning systems. It is about 118 metres long with a displacement of around 8,500 tonnes.
Rescue Role: Nipun acts as a mother ship for Deep Submergence Rescue Vessel (DSRV) to evacuate personnel from distressed submarines.

NASA Launches USD 4.3 Billion ‘Nancy Grace Roman Space Telescope’ to Explore Universe’s Biggest Mysteries
In August 2026, the National Aeronautics and Space Administration (NASA) successfully launched the ‘Nancy Grace Roman Space Telescope’ aboard SpaceX’s Falcon Heavy rocket from NASA’s Kennedy Space Center in Florida, the United States of America (USA).
- Developed at a cost of nearly USD 4.3 billion, the telescope is designed to explore some of the universe’s biggest mysteries.
About Nancy Grace Roman Space Telescope:
Name : The telescope is named after the late Nancy Grace Roman, NASA’s first Chief of Astronomy, popularly known as the “Mother of Hubble.” It is also NASA’s first space telescope named after a woman.
Orbital Location: It is set to travel through space toward an orbital location called Lagrange Point 2 about a million miles or, 1.6 million kilometer (km) away from the Earth.
Duration of Mission: As per NASA, the mission has a lifespan of 5 years, with a goal to operate it for 10 years.
Mission Management: Roman is NASA’s fourth primary mission launched aboard a SpaceX Falcon Heavy rocket and is managed by NASA’s Goddard Space Flight Center (GSFC).

National Sports Day (NSD), also known as Rashtriya Khel Divas, is annually observed across India on 29 August to commemorate the birth anniversary of Major Dhyan Chand, widely regarded as the “Wizard of Hockey.”

Background:
Declaration: In 2012, the Government of India (GoI) declared 29 August as National Sports Day to honour Major Dhyan Chand.

Event: Union Minister Mansukh Mandaviya, Ministry of Youth Affairs & Sports (MYAS) led National Sports Day 2026 celebrations at Major Dhyan Chand National Stadium, New Delhi, Delhi marking the 121st birth anniversary of Major Dhyan Chand.
Theme: National Sports Day 2026 was celebrated under the nationwide call “Ek Ghanta Khel Ke Maidan Mein” (One Hour on the Playground), encouraging citizens to dedicate at least one hour to sports and physical activity and promote an active and healthy lifestyle.
International Day of the Victims of Enforced Disappearances 2026 – August 30
The United Nations’s (UN) International Day of the Victims of Enforced Disappearances is observed every year worldwide on August 30 to honour individuals who have been forcibly disappeared and to advocate for justice, truth, and accountability.

Background:
Policy Launch: On 30 August 2000, then Prime Minister (PM) Atal Bihari Vajpayee announced a comprehensive policy package for Small Scale Industries (SSIs) at the 1st National Conference on SSI.
Annual Observance: The Government of India (GoI) designated 30 August as National Small Industry Day (NSID) to commemorate the policy announcement.

OIL Green Energy Signs MoUs with Haryana for Waste-to-Clean Energy Projects
In August 2026, OIL Green Energy Limited (OGEL), a wholly owned subsidiary of Oil India Limited(OIL), signed Memoranda of Understanding (MoUs) with four municipalities in Haryana to develop integrated Compressed Biogas (CBG) and Waste-to-Energy projects, expanding its low-carbon energy portfolio.
- The MoUs were signed with municipalities of Gurugram, Faridabad, Hisar, and Ambala in the presence of Haryana Chief Minister(CM) Nayab Singh Saini.
Key Details of MoU:
Aim: The initiative aims to reduce landfill dependence, maximise resource and energy recovery, and promote sustainable municipal waste management.
Capacity: The four projects across Hisar (500 TPD), Ambala (900 TPD), Faridabad (1,600 TPD), and Gurugram (2,000 TPD) will collectively process 5,000 tonnes per day (TPD) of municipal solid waste.
Output: The facilities are expected to produce 70–75 TPD of Compressed Biogas (CBG) and around 50 MW of green power.
Process: Under the integrated model, waste will undergo scientific segregation and pre-processing, where recyclable materials are recovered, biodegradable waste is converted into CBG, and non-recyclable dry waste is used for electricity generation.
Significance: The initiative promotes scientific waste management, resource recovery and a circular economy, while supporting India’s clean-energy transition. The projects also align with the ‘GOBARdhan – National Circular Bioenergy Scheme 2026’.
OGEL: It was incorporated in 2025 and headquartered in New Delhi, Delhi, with Santanu Kumar Saikia serving as the Chief Executive Officer (CEO).
