The Ministry of Personnel, Public Grievance and Pensions has issued the cadre allocation list of those candidates who opted for the Indian Administrative Services (IAS) in the Union Public Service Commission Civil Services Examination 2024 cycle. All India Ranker Shakti Dubey has got her home state, Uttar Pradesh, as her cadre. The second ranker, Harshita Goyal from Haryana, has received Gujarat as her cadre from the Ministry. Here is the list of the top 10 UPSC CSE 2024 rankers and their cadres.

The Union Public Service Commission (UPSC) on April 22 announced the Civil Services Exam (CSE) final results. Regarded as one of the most competitive exams in the country, the UPSC CSE sees participation from lakhs of aspirants every year. The exam serves as the gateway to prestigious positions such as the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), Indian Revenue Service, Indian Trade Service, and other Group A and B central services.
In the UPSC CSE 2024 cycle, three of the top five are women — Dubey is followed by Harshita Goyal at Rank 2 and Shah Margi Chirag at Rank 4. Dongre Archit Parag is at Rank 3, and Akash Garg is at Rank 5. Of the top 25, 14 are men, and 11 are women. Of the 1,009 candidates recommended by the UPSC to various services, 725 are men and 284 women.
AIR 1 Dubey’s UPSC journey
Originally from Prayagraj in Uttar Pradesh, Dubey began her UPSC journey in 2018. A biochemistry graduate from Banaras Hindu University, she once dreamed of becoming a doctor. “I was a PCB ( Physics, Chemistry, Biology) student in school. But I was allotted dental based on my rank. So I decided to pursue BSc instead,” she says.
But the journey has been anything but easy, with five missed attempts. “In my first three attempts, I didn’t even clear the prelims. In the fourth, I reached the interview round but couldn’t clear it. Last year, I missed the cut-off by 12 marks,” she says. “That was the lowest point in my life. I really thought I should give up.”
Throughout this journey, Dubey set her sights on the goal. She made a chart, stuck to it, and treated every day like a small step. “If I had to study 8-10 hours a day, I would finish that and then take time out for myself the next day. That’s the only way to survive this journey,” she says.
AIR 2 Goyal could not believe the UPSC results
“Unbelievable” is how 24-year-old Harshita Goyal, who secured All India Rank 2 in the Union Public Service Commission (UPSC) Civil Services Examination, described the result and the feeling.

Being her third attempt, first both in mains and interview — she could not clear the prelims in her last two attempts — Goyal is a commerce graduate from Maharaja Sayajirao University of Baroda and a Chartered Accountant (CA).
“It is unbelievable. The feeling of securing AIR 2 is difficult to sink in at the moment. I was confident that I would get selected, but with the level of uncertainty in the UPSC results, getting in the top three feels like a cherry on top. I have made my family proud, especially my mother… wherever she is, she must be very happy,” Harshita told The Indian Express. She lost her mother to cancer 10 years ago.
