Centre Amends E-Commerce Rules to Strengthen Consumer Protection and Transparency
In September 2026, the Department of Consumer Affairs (DoCA), Ministry of Consumer Affairs, Food & Public Distribution (MoCAF&PD), amended the Consumer Protection (electronic(E)-Commerce) Rules, 2020 through the Consumer Protection (E-Commerce) (Amendment) Rules, 2026, to strengthen consumer protection, price transparency, grievance redressal and fair digital practices.
- The amended Rules will come into force from 1 January 2027 and aim to create a more transparent, accountable and consumer-centric e-commerce ecosystem while promoting Ease of Doing Business.
Highlights of the Amendments:
Consumer Grievances: E-commerce entities must become National Consumer Helpline (NCH) convergence partners, provide complainants a copy of the complaint recorded by the grievance officer, and cannot manipulate search results to mislead users or reduce relevance.
Sponsored Listings: Sponsored listings must carry clear and prominent disclosures to distinguish paid placements from organic results.
Price Transparency: Platforms must display the reduced and prior prices, with the prior price defined as the lowest price offered during the preceding 30 days.
Union Minister Shivraj Singh Chouhan Launched DILRMP 3.0 to build integrated GIS-based land stack
In September 2026, Union Minister Shivraj Singh Chouhan, Ministry of Rural Development (MoRD), launched the Operational Guidelines for Digital India Land Records Modernisation Programme (DILRMP) 3.0, Central Sector Scheme (CSS) with budgetary outlay of Rs 565.50 crore for 2026–2031, during a hybrid event at Krishi Bhawan in New Delhi, Delhi.
- The programme aims to build an integrated Geographic Information System (GIS)-based digital land records ecosystem, expected to improve citizen access to land-related services across the country.
About DLRMP 3.0:
Other Key Components: Apart from creating an integrated GIS-based land stack, other key components of the the programme are:
- Bhu-Aadhaar or Unique Land Parcel Identification Number (ULPIN), assigning a 14-digit unique identifier to every land parcel in the country;
- Upgradation of high-footfall 75 Sub-Registrar Offices into modern Registration Seva Kendras (RSKs) modelled on Passport Seva Kendras;
- Modernisation of the Revenue Court Case Management System (RCCMS) by linking it directly with land records;
- Acceleration of NAtional geospatial Knowledge-based land Survey of urban HAbitations (NAKSHA) pilot project to create accurate GIS-based urban land records and issue Urban Property Cards (UrPro Cards).
NSO Releases First-Ever District-Level Estimates of Unincorporated Non-Agricultural Sector
In September 2026, the National Statistical Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI) released the “Unincorporated Sector at the District Level: Insights from ASUSE 2025” for the first time, providing granular insights into enterprises across districts.
Key Highlights:
Period: The report is based on data from the Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2025, covering January-December 2025.
Top districts: The top 10 districts and 50 districts account for about one-tenth and one-third of total establishments, workers and Gross Value Added (GVA) in the unincorporated sector respectively.
State Coverage: The top 10 districts are spread across four States: Gujarat, Telangana, Uttar Pradesh (UP) and West Bengal (WB), while the top 50 districts are spread across twelve states.
ITRA Jamnagar, Heartfulness Institute Sign 5-Year MoU for Ayurveda & Holistic Healthcare
In September 2026, the Institute of Teaching and Research in Ayurveda (ITRA), Jamnagar, Gujarat, an Institute of National Importance under the Ministry of AYUSH(Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homeopathy ), signed a five-year Memorandum of Understanding (MoU) with the Heartfulness Institute (HFI), Kanha Shanti Vanam, Hyderabad, Telangana, to promote preventive and holistic healthcare through an integrated approach combining Ayurveda, yoga, meditation and ecological practices.
- The collaboration was highlighted during the Stakeholders’ Consultative Meeting held in September 2026 at Kanha Shanti Vanam, Hyderabad, Telangana.
ITRA–Heartfulness Institute MoU
Agreement: The MoU signed in August 2026 by Professor Tanuja Nesari, Director, ITRA, and Kumar Kannan of Heartfulness Institute provides a framework to combine ITRA’s Ayurvedic education, clinical practice, and research expertise with HFI’s meditation, yoga, lifestyle practices, and ecological initiatives.
Collaboration Areas: The partnership focuses on joint research, student and faculty exchanges, academic programmes, knowledge sharing, capacity building, innovation, and intellectual property development.
About ITRA: ITRA, located in Jamnagar, Gujarat, is India’s first Institute of National Importance under the Ministry of AYUSH and serves as a global centre for Ayurvedic education, clinical practice, and research since gaining this status under the ITRA Act on October 15, 2020.
DBN Signs Agreement with Jharkhand to Implement ABP with Rs. 1,684 Crore
In September 2026, the Digital Bharat Nidhi (DBN) under the Department of Telecommunications (DoT), Ministry of Communications, signed an agreement with the Government of Jharkhand for implementation of the Amended BharatNet Program (ABP) in Jharkhand under the State-led model.
- The Government of India (GoI) has approved financial support of Rs 1,684 crore for the programme.
About ABP in Jharkhand:
Entities: The agreement was signed between DBN, Government of Jharkhand, Jharkhand Digital Infrastructure Corporation Limited (JDICL), Bharat Sanchar Nigam Limited (BSNL), Jharkhand Communication Network Limited (JCNL) at Sanchar Bhawan, New Delhi, Delhi.
Implementation: It will be implemented through the newly created Special Purpose Vehicle (SPV), JDICL.
Coverage: The programme will cover 4,395 Gram Panchayats (GPs), including upgradation of 4,387 GPs from linear to ring topology and inclusion of 8 newly created GPs.
- Around 26,777 villages will receive connectivity on a demand basis to strengthen last-mile connectivity.
Digital Services: The programme will improve access to e-Governance, online education, telemedicine, digital payments and citizen-centric services across rural and remote areas.
About BharatNet: Launched as the National Optical Fibre Network (NOFN) in 2011 and renamed BharatNet in 2015, it aims to provide high-speed broadband connectivity to around 2.5 lakh GPs across India.
India Launches India Photonics Association (IPA) to Strengthen Innovation and Industry Collaboration
In September 2026, the India Photonics Association (IPA), India’s first independent, ecosystem-led industry body dedicated to the photonics sector, was launched at the India Habitat Centre in New Delhi, Delhi, to strengthen innovation, industry collaboration and policy support.

India Photonics Association (IPA)
Inauguration: IPA was inaugurated in the presence of Sarin Sundar, Chief Technology Officer (CTO), India Semiconductor Mission (ISM), along with industry leaders, technology experts, researchers, and key stakeholders.
Market Growth: India’s photonics market is estimated at USD 78.4 billion in 2025 and is projected to reach USD 155 billion by 2034, with silicon photonics growing at nearly 29% CAGR(Compound Annual Growth Rate).
Photonics: Photonics is the science and technology of generating, manipulating and detecting light, with applications across telecommunications, semiconductors, defence, healthcare, satellites and advanced manufacturing
About ISM: The India Semiconductor Mission (ISM), launched in December 2021, aims to build a self-reliant semiconductor ecosystem through support for chip manufacturing, packaging, and design, with Semicon 2.0 expanding focus on supply chain resilience and local manufacturing capabilities.
NIELIT Launched Collaboration with Saylor University, USA fo Integration of NDU Platform
In September 2026, the National Institute of Electronics & Information Technology (NIELIT), under the Ministry of Electronics & Information Technology (MeitY), launched a collaboration with Saylor University of the United States of America (USA) for the integration of Saylor’s digital learning resources into the NIELIT Digital University (NDU) platform.
- The new strategic partnership was formally inaugurated by S. Krishnan, Secretary, MeitY, who attended the event as Chief Guest in New Delhi, Delhi.
Key Details of Partnership:
Key Offering: The integration enables learners on the NDU platform to access quality, self-paced global courses from Saylor University, offering flexibility and choice while creating a unified national and international digital learning ecosystem.
Exchange of MoUs: During the event, NIELIT signed a Memoranda of Understanding (MoUs) with 08 partner organisations from association, industry and academia, including: Confederation of Indian Industry (CII); National Association of Software and Services Companies (NASSCOM); Electronics Sector Skills Council of India (ESSCI); Pearson India Education Services Pvt. Ltd., among others
- These MoUs aimed to expand industry-aligned skilling, certification, faculty development, internships and digital learning opportunities, largely leveraging the NDU platform.
NIELIT: Established in 1989 with the support of United Nations Development Programme (UNDP) and MeitY, NIELIT has been conferred the status of “Deemed to be University” under the distinct category as per UGC (Institution Deemed to be Universities) Regulations, 2023, with its main campus at Ropar (Punjab).

Overview of 79th WHO Regional Committee Session held from September 7-10, 2026 in Dili, Timor-Leste
The 79th session of World Health Organisation (WHO) Regional Committee (RC79) for South-East Asia was held under the chairmanship of Timor-Leste’s Minister of Health, Dr. Elia dos Reis Amaral, from September 7 to 10, 2026, in Dili, Timor-Leste.
- The event brought together health leaders and experts from across the South-East Asia Region (SEAR) to discuss key health priorities.
- Union Minister Jagat Prakash (JP) Nadda, Ministry of Health and Family Welfare (MoHFW), Government of India (GoI), represented India at the session.
Key Highlights:
Adoption of Dili Declaration: The key outcome of the session was the unanimous adoption of “Dili Declaration on Human Resources for Health: Equity in Specialized Care”.
Key Resolution: Some key resolutions were passed on: medical devices, diagnostics and assistive technology; health facility resilience; patient and blood safety; renewing commitment to end Tuberculosis (TB) by 2030; extension of regional action plan on viral hepatitis, HIV and sexually transmitted infections to 2030, among others.
Key Honours for India: During the WHO RC79, WHO honoured the GoI for sustaining the elimination of Maternal and Neonatal Tetanus (MNTE)over the last decade. The award was formally received by Union Health Minister JP Nadda on behalf of the GoI.
- In addition, the WHO has also recognised India’s robust leadership in addressing Non-Communicable Diseases (NCDs) through primary healthcare, including its achievement of exceeding its national target of screening and placing 75 million people with hypertension or diabetes on standard care by December 2025, to 94 million people.
India–USA Joint Military Exercise ‘Yudh Abhyas 2026’ Begins in India
The 22nd edition of Exercise “Yudh Abhyas 2026”, an annual bilateral military exercise between the Indian Army (IA) and United States (US) Army, commenced on 9 September 2026 at Bikaner, Rajasthan and Auli, Uttarakhand, India.
- The exercise will continue till 28 September 2026, focusing on enhancing interoperability, operational readiness and cooperation in emerging battlefield technologies.
About Exercise Yudh Abhyas 2026:
Background: The 21st edition of the India–United States of America (USA) joint military exercise Yudh Abhyas 2025 was conducted at Fort Wainwright, Alaska, USA.
Framework: The exercise is conducted under the Operation Pathways framework, aimed at enhancing interoperability, information sharing, and operational readiness between the IA and US Army.

In September 2026, the Reserve Bank of India (RBI) authorised Pluxee India as a Payment Aggregator for online and physical (PA-O and PA-P) point-of-sale transactions, enabling merchant onboarding and payment processing across India.
About Payment Aggregator Licence to Pluxee India:
Authorisation: PA licence was granted on 3 August 2026, allowing Pluxee to onboard merchants directly and comply with RBI’s mandatory licensing requirements for merchant acquiring businesses.
Features: The PA licence enables payment collection, settlement, refund management, and support for multiple payment modes including cards, Quick Response (QR) codes, Near Field Communication (NFC)-based payments, and online transactions.
Existing Licence: Pluxee already holds a Prepaid Payment Instrument (PPI) licence issued in 2009 and expanded in 2020 to include General Purpose PPIs beyond meal vouchers.

ISRO Successfully Conducts CE20 Cryogenic Engine Hot Test at 220 kN
In September 2026, the Indian Space Research Organisation (ISRO) successfully conducted a flight acceptance hot test of the cryogenic engine CE20 at 220 Kilonewton (kN) thrust for the Launch Vehicle Mark-3 (LVM3) missions at Mahendragiri, Tamil Nadu (TN), to validate performance and enhance mission capability.
About CE20 Cryogenic Engine Test:
Engine: The CE20 is an indigenous cryogenic engine using Liquid Oxygen (LOX) and Liquid Hydrogen (LH2) propellants, designed for high-efficiency upper-stage operations in heavy-lift missions.
Vehicle: LVM3 is India’s heavy-lift launch vehicle, and its upgraded C32 stage integrates the CE20 engine with 220 kN thrust to improve payload capacity.
Objective: The test verified engine performance at 22-tonne thrust level while also successfully demonstrating the LOX Tank Pressurisation Module (LTPM) for Gaganyaan missions.

Veteran Tamil scholar, Orator and Padma Shri Awardee Solomon Pappaiah Passed Away
In September 2026, veteran Tamil scholar and renowned orator Solomon Pappaiah died at the age of 90 in Madurai, Tamil Nadu (TN). He was born on February 22, 1936 at Sathangudi village, Thirumangalam, Madurai, TN.
- In 2021, Pappaiah was honored with Padma Shri, India’s 4th highest civilian honor, in the field of “Literature and Education” in recognition of his immense contribution to Tamil literature, the first Pattimandram moderator to receive this national honour.
About Solomon Pappaiah:
Career: He headed the Department of Tamil at the American College in Madurai (TN) from 1961 to 1994.
Debate Moderator: He was widely recognised for his televised Pattimandrams (Tamil debates)and conducted over 12,000 Pattimandrams during his lifetime.
Films: He appreared in select Tamil films including Sivaji: The Boss (2007), Boys (2003), and Mudhalvan (1999).
Award/Accolade: Apart from Padma Shri, he was also honoured by the TN government with Kalaimamani award in 2000 for his exceptional contribution to Tamil language and literature.

Himalaya Diwas 2026 – September 9
Himalaya Diwas, or Himalaya Day, is observed annually across India on 9 September to raise awareness about the importance of the Himalayan mountain range and the need to protect its fragile ecosystem.

Background:

Odisha Signs MoUs with IHC and Adani Group to Explore Rs. 2.1 Lakh Crore Investment Across 14 Projects
In September 2026, the Government of Odisha signed agreements with United Arab Emirates(UAE)-based International Holding Company (IHC) and the Adani Group to explore 14 projects involving an indicative investment of Rs 2,10,500 crore (Rs 2.1 lakh crore)
- The agreements were signed in the presence of Mohan Charan Majhi, Chief Minister (CM), Odisha, during the Odisha Investors’ Meet – UAE 2026 in Abu Dhabi, United Arab Emirates (UAE).
Key Details of MoUs:
Projects: The 14 proposed projects include a Rs 50,000 crore AI Data Centre Hub, Rs 40,000 crore Coal-to-Chemicals Complex, Rs 25,000 crore mineral processing chain, Rs 25,000 crore renewable energy platform, and major investments in shipbuilding, petrochemicals, rare earths, agro-processing, healthcare, ports, SEZs and skilling across Odisha.
Investment Areas: The proposed projects cover metal downstream industries, slurry pipelines, critical minerals and rare earths, chemicals and petrochemicals, renewable energy equipment, healthcare, industrial infrastructure, tourism, skill development and sports infrastructure.
Other Cooperation: Odisha also signed a Memorandum of Cooperation (MoC) with the Indian Business & Professional Group (IBPG) to strengthen trade, exports and investments between Odisha and the UAE.
Petrochemical Proposal: The state delegation also held discussions with Borouge on establishing a large-scale petrochemical downstream complex in Odisha.
